Strategic Action Plan
Strategic Action Plan for the University of Central Florida
The strategic plan includes twelve strategic initiatives and supporting
strategic objectives that are considered relatively fixed to provide guidance
in the near- to mid-term. The strategic actions that support the strategic objectives
are intended to be modified to adapt to changing circumstances. The Strategic Action Plan
and its online implementation provide the mechanism for this dynamic process.
The Strategic Planning Council (SPC) Executive Committee with the support of
Division of Planning & Evaluation
manages the implementation process.
Responsibilities
Effective implementation of the strategic plan requires actions to be taken and
accomplishments be reported. Responsibility for strategic actions is a negotiated situation.
The SPC Executive Committee made initial assignments of responsibility when the strategic
actions were identified in the planning process. Responsibility for strategic actions
supporting a given strategic initiative crosses many departmental lines. To facilitate
implementation, Strategic Initiative Coordinators were identified to motivate and coordinate
reporting of specific accomplishments by working with individuals assigned responsibility for
particular strategic actions supporting a given strategic initiative. The SI Coordinators
initially prioritized the strategic actions and in 2003-2004 focused on the highest priority items.
In 2004-2005, the focused shifted to all strategic actions. The addition of
Strategic Planning Liaisons helped the SI Coordinators to streamline the annual reporting process.
Progress
The strategic actions are intended to be specific items to be completed. In many cases,
they require the completion of a plan or development of a process. When that plan is completed
or the process established, the strategic action is completed. While the plan or process may
result in ongoing operations, it is not intended that performance reports be associated with
the strategic plan. Rather such performance is associated with separate operational reporting.
Accomplishments
The Strategic Action Plan Implementation Website includes all of the current
action items and provides a description of the accomplishments, expenditures, and future plans
for each action item. A password protected reporting site is used by the SI Coordinators and
other responsible individuals to enter the accomplishments for the current academic year.

Reports
The SI Coordinators and responsible parties use the information reported in the web site
to create summary annual reports on accomplishments, expenditures, and future plans.
The chair of the Strategic Planning Council delivers an annual report to the President and
the university community on progress on the strategic plan (2005-2006).
Separate reporting has been initiated with respect to areas supported by special funding
to address strategic issues. Formerly budgeted as "university specials" or "academic affairs specials,"
most of these items have been rolled into base budgets.
